EUROCONTROL and The Aviation Information Sharing and Analysis Center (A-ISAC) Enter Cooperative Agreement

EUROCONTROL and A-ISAC strengthen their relationship regarding air traffic management and aviation cybersecurity

Brussels, Belgium and Annapolis, MD, 2 October 2019—EUROCONTROL and A-ISAC have entered a partnership in which the organizations will share aviation cybersecurity information with the goal of building cyber resiliency across the global air transport network. The groups will collaborate on cyber threat intelligence, actionable data, including Indicators of Compromise (IOCs), Tactics, Techniques and Procedures (TTPs), best practices, and lessons learned from their work supporting their respective memberships.

Both organisations play an active role in supporting the aviation cyber community. By increasing collaboration, the groups be able to enhance their activities that benefit global aviation stakeholders.

EUROCONTROL, via its European Air Traffic Management Computer Emergency Response Team (EATM-CERT), provides support on cyber-related issues to a range of aviation partners in EUROCONTROL Member States as well as to the EUROCONTROL Agency.

The Aviation ISAC is a global membership consortium comprised of airlines, airports, IFE/Satcom providers, original equipment manufacturers, supply chain manufacturers, and service providers.

Patrick Mana, EATM-CERT Manager commented, “This agreement sets out EUROCONTROL and A-ISAC’s shared objective to work together for the benefit of the aviation community. With the rapid increase in numbers of cyber attacks and the ability of cyber criminals to change how they work, it is vital that we share knowledge so we can help protect our stakeholders as well as the flying public from cyber attacks.”

“Partnerships with agencies such as EUROCONTROL are critical for providing our membership with the most comprehensive cyber information available,” said A-ISAC president and CEO Jeff Troy. “The ability to better protect the aviation ecosystem and build resiliency depends on trusted, collaborative relationships that build a bridge between the public and private sectors.”

Information collected and shared between the organizations will be labelled using Traffic Light Protocol (TLP) designations, a simple strategy that indicates how and with whom sensitive information can be shared. Application of the TLP ensures that sensitive information is shared only with the appropriate audience(s).

The cooperative agreement is not limited to cyber threat intelligence data. The organizations will work together through tabletop exercises, awareness campaigns, university collaborations, building relationships with cybersecurity vendors, and more. All activities between the groups will be conducted with the overarching goal of ensuring a safer and more secure aviation infrastructure.

The first activity under the new agreement will occur at the Aviation ISAC Annual Summit, 30 October-1 November in Barcelona, Spain. EUROCONTROL will be presenting on penetration testing and serving on a panel discussing the ICAO Trust Framework.
